KERC's Guidelines for Net Metering in Solar Rooftop Systems

KERC decreed that net metering for Solar Rooftop Photovoltaic plants is unavailable to open-access power users, who must opt for gross metering or a captive plant. BESCOM’s June 23, 2023, circular contradicted this, leading to confusion. KERC clarified ESCOMs must follow the 2022 Order, formalize changes via a Supplemental SPPA, and adhere to billing procedures, with penalties for non-compliance.
