India’s MHA has barred new solar, wind and hybrid renewable projects within 1 km of international borders, LoC and LAC. Projects within 1–50 km require MHA security clearance, while those within 1–20 km also need Ministry of Defence NOC. Developers cannot employ personnel from land-border countries without central approval or transfer project land to foreign companies without clearance.
