Ho Chi Minh City (HCMC) plans to transition 400,000 vehicles to electric, aiming to convert 80% of ride-hailing drivers by 2027 and fully ban gasoline two-wheelers by 2029. To address battery waste, the municipal Institute for Development Studies proposes a recycling center to recover 95% of valuable metals.
