France is unlikely to meet its Offshore Wind Energy targets without simplifying permitting procedures and improving investment conditions, according to the IEEFA. Despite issuing tenders since 2011, France has only 1.5 GW of Offshore Wind, contributing just 1% of its electricity. The report warns that France may only reach 3 GW by 2032, far below the 18 GW target for 2035.
