The Central Electricity Authority's draft 2nd Amendment Regulations 2026, issued 3 Sept 2026 under Electricity Act 2003, proposes mandatory co-located Energy Storage for new ground-mounted solar and onshore wind. Projects commissioned after 1 July 2027 must have 10% capacity, 2-hour ESS - e.g., 100 MW plant needs 10 MW / 20 MWh.
