The Appellate Tribunal for Electricity (APTEL) ruled in favor of NTPC Ltd., overturning a CERC order that held NTPC responsible for meter sealing in Solar Projects. The tribunal found that NTPC, as a trading licensee, cannot be classified as a "buyer" under metering regulations. It stated that NTPC does not own infrastructure to receive electricity, thus excluding it from metering obligations.
