German developer ABO Energy is advancing its 600MW Finnish green hydrogen plant after signing a cooperation agreement with the City of Oulu. The deal covers project development, land-use planning, permitting and studies for the 41-hectare site, which secured a planning reservation in 2025. The plant will scale to 600MW in two to three phases, with first phase online between 2034-2036, pending final investment decision by ABO Energy Suomi.
