Three companies have been qualified to participate in the tender, namely CI Estonia Wind GmbH & Co KG, owned by German clean energy asset manager Luxcara, Estonia's OU Utilitas Wind, and France-based Oxan Energy. They will compete for a licence that will allow them to build an offshore wind farm of between 900 MW and 1,200 MW.
