India is debating whether to expand the EV policy to cover investments by local OEMs at existing factories. The Scheme for Promotion of Manufacturing of Electric Passenger Cars (SPMEPC) initially aimed to attract Tesla by offering 15% Import Duty for companies building new EV plants. With no applicants so far, the government is considering allowing brownfield investments, though final approval requires inter-ministerial consultation and possible PMO intervention.
