The European Commission has adopted a comprehensive greenhouse gas (GHG) emission methodology for low-carbon hydrogen and fuels, requiring at least 70% GHG savings compared to fossil fuels. The framework allows hydrogen production via natural gas with carbon capture and may later include nuclear through Power Purchase Agreements.
