Bihar's draft regulations for Green Energy Open Access (2024) aim to provide access to electricity from Renewable sources, including non-fossil waste-to-energy plants. It reduces the minimum capacity for open access transactions from 1 MW to 100 kW. The policy allows consumers to voluntarily buy more renewable energy and specifies tariffs, cross-subsidy surcharges, and standby charges.
